#41 Finished Pandas Lab Revamp

I re-ordered the questions from example>example>question>question to example>question. I added hints on all the questions. I also reworded some questions and formatted the document to include consists dividers and heading styles. Please take a look at lab4-pokemon-revampedd and let me know what you think!
